Zutari (UK PACT) — building four climate platforms for two provincial governments

Challenge

Zutari — one of Africa's largest engineering and advisory firms — was delivering a UK PACT climate programme funded by the UK government, with deliverables owed against a formal grant workplan. The work that mattered to officials still lived in Excel spreadsheets and paper attendance sheets. To meet the programme's GHG-inventory, MRV and capacity-building outputs, the manual tools had to become real, auditable digital systems that government officials across two provinces could actually use — and that would stand up to UK PACT's reporting requirements.

Approach

We embedded as Zutari's digital delivery partner against the grant workplan itself, mapping each platform directly to a funded output so nothing we built was speculative. An embedded squad — engineers and an AI workflow lead — worked in parallel across all four tools, using AI-assisted development and test scaffolding to push QA coverage to 84% by week six and keep four platforms moving at once without sacrificing reliability. Every tool was built for government use: auditable, exportable, and aligned to the programme's MRV and GEDSI reporting needs.

Solution

We shipped four deployed platforms. A Provincial Mitigation Tool that turned Gauteng's Excel-based mitigation tracker into an interactive web application with full Measurement, Reporting and Verification and export capability, aligned to Climate Change Act requirements. A Learning Management System hosting digitised GHG, mitigation and climate-finance training, with learning paths, progress tracking and completion certificates. An online attendance and MRV register with digital signature capture and demographic tracking built for the programme's GEDSI reporting. And an interactive climate website as the programme's public engagement and resource hub across both provinces.

Outcome

All four platforms are built, deployed and operational, directly supporting two of the grant's core outputs — GHG inventories & MRV, and capacity building & training. The relationship is ongoing: Melsoft continues as Zutari's digital delivery partner on the climate programme, with the platforms now moving into provincial rollout and content population. What began as a digitisation brief became a standing engineering partnership on a live, internationally funded climate initiative.
